After the first game proved to be a worldwide success, EA developed this sequel exclusively for Sega's 16-bit console. The biggest change from FIFA International Soccer is, of course, the dozens of club teams from England, France, Germany, Italy, the Netherlands, the United States, Spain and Brazil, bringing the number of teams to over 200. The number of competitions has also been increased, as each country has its own league, tournament and playoffs. Also new is the ability to store up to four competitions in the cartridge, which replaces passwords. For those who want to do things the quick way, a Penalty Shootout training mode has been added.
