FIFA 99

In FIFA 99 there is an elite league, the "European Dream League", where 20 top teams from all over Europe compete in one league. It was also the first game to include a block of teams that were not part of one of the main leagues (at the time it was called "Rest of Europe" because all the teams were European and most of them played in either the UEFA Cup or the Champions League in the 1998-99 season). Graphically, it's a big improvement over FIFA '98, with the inclusion of basic facial animations and different player heights, as well as some other cosmetic features like improved kits and emblems, although these are not licensed. Players can also create their own cups and leagues and choose the teams they want to participate in.
