Arsenal of Democracy

Set in the 1936-64 period, you can play as any nation in the World War II era, with detailed economics, diplomacy, research, intelligence and of course warfare in the three domains of land, air and sea. Developed by BL-Logic, a development studio made up of fans of the Hearts of Iron series and active members of the modding community, Arsenal of Democracy is the ultimate simulation of World War II and is described by project leader Lennart Berg as "Hearts of Iron II on steroids".
